Following a 313% reduction in event carbon emissions in 2025, Thailand Convention and Exhibition Bureau (TCEB) has updated its terms of reference (TOR) to formally require organisers to incorporate carbon measurement, certification and other planned measures as part of bidding requirements.
The move is part of a broader carbon neutral vision and aim to reduce emissions by 20,000 TonCO₂e by 2030.
The Thai MICE industry collectively reduced and avoided 2,445.97 tonnes of CO₂ equivalent (TonCO₂e) across 232 events in FY2025, compared to 780 TonCO₂e in FY2024.
According to the bureau, organisers are required, under the revised TOR for bidders and proposal submitters, to “calculate the carbon footprint of their events, implement measures [to mitigate] carbon emissions, obtain certification or follow additional guidance from TCEB”.
Organisers are also encouraged to offset emissions by sourcing carbon credits from greenhouse gas reduction projects in Thailand, ensuring that the event’s net emissions are reduced or fully neutralised.

To spport organisers, TCEB provides access to practical tools, including a carbon footprint avoidance calculator for events, the Zero Carbon application developed by the Thailand Greenhouse Gas Management Organization (TGO) for emissions tracking, and a network of accredited auditors and verification bodies. Organisers also have access to domestic carbon credit projects to facilitate offsetting.
