Maharashtra has become the first Indian state to formally establish its own state-led convention bureau, with the launch of the Maharashtra Convention Bureau (MCB) at IMEX Frankfurt 2025. The move signals the state’s intent to position itself – and particularly Mumbai – as a compelling destination for global MICE events.

Unveiled by the Maharashtra Government’s Department of Tourism, the bureau is a key pillar of the Maharashtra Tourism Policy 2024, and will focus on attracting international events, facilitating collaborations, and enhancing the state’s business tourism ecosystem.

"The establishment of the Maharashtra Convention Bureau marks a transformative moment for our state’s economic and cultural landscape. Maharashtra has long been a leader in industry, education, and innovation – and with this new bureau, we are unlocking the full potential of the business events industry to amplify that leadership on a global stage,” said Shri Indranil Naik, Minister of State (Tourism, Industries, Public Works, Higher & Technical Education, Tribal Development, Soil & Water Conservation).

Role of the Maharashtra Convention Bureau

MCB will play a key role in promoting the State for business tourism by working closely with international event organisers, offering administrative assistance, and providing resources to ensure the success and impact of events.

With headquarters in Mumbai, MCB will leverage the city’s world-class infrastructure, such as the Jio World Convention Centre, international hotels, and Asia’s award-winning airport, while also building capacity in emerging MICE hubs like Pune, Nashik, and Nagpur. The Bureau aims to foster a statewide network of venues, accommodation, and services to attract events of all scales.

“The establishment of the Maharashtra Convention Bureau is a watershed moment for our nation, state, and Mumbai’s global aspirations,” added Shri Atul Patne, IAS, Principal Secretary (Tourism), Government of Maharashtra. “This initiative reflects the growing importance of business tourism in our economic landscape and reinforces our commitment to promoting Maharashtra as a premier destination for international conventions.”

The announcement follows India’s increased prominence on the global events stage, including its G20 presidency. For Maharashtra, it builds on recent success stories in hosting global events like the 21st World Congress of Accountants 2022, The G20 Sessions 2023, the 141st International Olympic Committee Session 2023, and the Miss World Grand Finale 2024 at the Jio World Convention Centre.

The Bureau has already helped secure major international events for Maharashtra, including International Baccalaureate Congress (2026), ICANN Annual Conference, International Olympiad on Astronomy & Astrophysics (2025), Asian Seed Congress (2025), and UIA International Forum of Architects (2027). Mumbai has also bid for the prestigious International Astronautical Congress (2028).

Industry endorsement

MCB’s launch has been lauded by global MICE leaders. Dr. Senthil Gopinath, CEO of the International Congress and Convention Association (ICCA), called it a “great testament” for India’s growing business events industry.

“The establishment of the Maharashtra Convention Bureau is a transformative milestone... Maharashtra is setting a benchmark for other states to follow, fostering a culture of knowledge exchange, collaboration, and economic growth. At ICCA, we are excited to see Mumbai and Maharashtra take their rightful place on the global MICE map”.
